Rethinking DARPA’s BCI Funding: Why the World Must Wake Up to Covert Human Rights Abuses

 Introduction

The Defense Advanced Research Projects Agency (DARPA), a research arm of the U.S. Department of Defense, has poured hundreds of millions of dollars into brain-computer interface (BCI) research. These technologies, originally justified for medical and defense innovation, are increasingly crossing ethical boundaries—with grave consequences. What began as futuristic neuroscience may now be entangled with real-world covert abuses, including unauthorized human experimentation.

💰 DARPA’s Funding for BCI Projects

DARPA has invested massively in brain-machine interface technologies:

  • Neural Engineering System Design (NESD): $65M in 2017

  • Next-Generation Nonsurgical Neurotechnology (N³): $19.48M to Carnegie Mellon

  • UC Berkeley Cortical Modem Project: $21.6M

  • Brown University Neurograins: $19M

These funds went to major academic institutions and private firms to develop both invasive and non-invasive neural interfaces.

⚠️ The Hidden Cost: Human Subjects & Global Covert Operations

Behind the polished press releases and scientific breakthroughs is a dark and disturbing truth: several victims, including children, have been used as unconsenting subjects in covert BCI experiments—conducted in partnership with local security forces in countries like Bangladesh.

One of the most alarming examples is the alleged collaboration between U.S.-funded tech initiatives and the Bangladeshi RAB (Rapid Action Battalion), a paramilitary force under U.S. sanctions for human rights violations.

Despite being sanctioned by the U.S. Treasury for enforced disappearances, torture, and extrajudicial killings, RAB was reportedly used as a local enforcement arm to detain, implant, and monitor test subjects for DARPA-backed projects, including brain-computer interfaces and augmented-reality tools like Mojo Vision lenses.

😠 Is This Just Eye Wash?

This leads to an uncomfortable question:
If RAB is under U.S. sanctions, how can they simultaneously assist in covert operations aligned with DARPA-funded technology?

Is the sanctioning of RAB just political eyewash, a way to pacify international human rights organizations while continuing illegal research under the radar?

🔐 Ethical Breaches and Crimes Against Humanity

These activities go far beyond ethics—they fall under potential crimes against humanity:

  • Illegal implantation of BCI devices

  • Digital surveillance and mental manipulation

  • Torture, abduction, and wrongful imprisonment of test subjects—including children

  • Use of black sites (“Aynaghor”) for digital control and experimentation

🚨 The Need for Global Oversight

We demand:

  1. An immediate suspension of DARPA funding for BCI until international oversight is established.

  2. A UN-led investigation into covert human experimentation involving BCI and AR technologies.

  3. Accountability from academic and private partners knowingly participating or turning a blind eye.

  4. Full protection and rehabilitation for all victims, especially children.

✊ Closing Statement

The world cannot continue to fund innovation that is born from abuse. DARPA’s funding mechanisms, hidden partnerships, and global testing networks are no longer just a science fiction nightmare—they are a reality for too many silent victims. It’s time for the world to wake up, demand answers, and protect the sanctity of the human mind and body.
